By way of conclusion, Mill turns to cases ‘which, though closely connected with the subject of this essay’, he says, ‘do not, in strictness, belong to it’ (ibid., 305 (V.16)). In these cases, the reasons against coercive interference ‘do not turn upon the principle of [self-regarding] liberty’ (ibid.). The right of the individual to act as he pleases in his self-regarding concerns is not involved. Indeed, the question is not about coercive interference with the actions of individuals, Mill says. Instead, it is about whether the government should help individuals to achieve their goals, and perhaps even before they see any need for the help:
